Phillies sign RHP Billingsley

Right-hander Chad Billingsley signed a one-year, $1.5 million contract with the Philadelphia Phillies on Thursday.

Performance incentives could boost the value of the deal to $8 million.

The 30-year-old pitcher missed the 2014 season while recovering from flexor tendon surgery on his right elbow. He pitched in just two games at the start of the 2013 season before he was sidelined after undergoing Tommy John surgery.

To clear space on the 40-man roster for Billingsley, the Phillies designated left-hander Cesar Jimenez for assignment.

Billingsley, a All-Star in 2009, has a 81-61 record with a 3.65 ERA in 219 career games, including 190 starts for the Dodgers. He won from 11 to 16 games between 2007 and 2011.
