The Chicago Bears promoted cornerback Isaiah Frey and wide receiver Rashad Ross to the 53-man roster from the practice squad on Tuesday.

In other roster moves, the Bears signed defensive tackle Roy Philon to the practice squad, waived running back Shaun Draughn and wide receiver Chris Williams, and terminated the contract of veteran tight end Matthew Mulligan.

Frey fills a spot created when veteran cornerback Charles Tillman was placed on injured reserve Monday with a ruptured right triceps sustained in the Bears’ 28-20 victory over the San Francisco 49ers on Sunday night. Tillman suffered the same injury last November.

Frey was the Bears’ primary nickel back last season when he played in 16 games and started six. He had 62 tackles, two pass breakups and five quarterback pressures.

Ross was on the practice squads of the Tennessee Titans and Kansas City Chiefs last season after the Titans signed him as an undrafted free agent out of Arizona State.

Philon was on the Bears’ practice squad this season after coming into the league as an undrafted rookie with the Pittsburgh Steelers.
